This is gonna be on the rambly side, because I don't have any clear ideas, just a lot of different possibilities.
Okay, so the Mermaid Council is a fixture of a lot of mermaid shows. It's usually this distant entity with a bunch of mysterious figures who either give the mermaid main characters help, tests or punishments. They're usually represented by one person in a cloak. Since they act pretty similarly across the board, I'd like to see a little more connection between different shows.
So first off I think the Council needs a uniform. I did some doodling and I think a vest-type garment and maybe bracelets would be good, with insignias to represent all of the jobs the Council members do. It's something that can be worn over normal clothing, but still indicates unity and magic. Plus the insignia can just be put on a cloak (or blanket being used as a cloak).

- Mermaid Guidance - Octopus, Dolphin, Clam shell
- Communication - Conch shell, Octopus
- Law Enforcement/Military - Shark, Net, Seahorse
- Magic (Potions, spells) - Sea Star, Sand Dollar, Moon
- Executives/Government - Whale, Sea Star, Pearl
- Environment - Anemone, Whale, Coral
- Weather - Moon, Clouds, Lightning
